Vice President, External Affairs

As Vice President for External Affairs, Mr. Vibbert is responsible for media relations, communications, marketing and consumer outreach as well as monitoring legislation and regulation in Washington DC. He has management responsibility for the New York State Health Accountability Foundation, which is a partnership between IPRO and the New York Business Group on Health. He developed early editions of NYSHAF’s HMO Report Card, a print publication, which has since evolved into an online tool that presents cost and quality information on hospitals and managed care plans in New York, New Jersey and Connecticut. Other responsibilities include overseeing IPRO’s multi-cultural Consumer Health Collaborative, supervising IPRO’s multi-media Your Health, Your Voice senior outreach campaign and acting as IPRO’s corporate spokesperson.

Before joining IPRO, Mr. Vibbert was Vice President/Group Publisher of Faulkner & Gray’s Healthcare Information Center (HIC), where he supervised staff in New York City and Washington DC and expanded operations to include conferences, sourcebooks, special reports and newsletter start-ups. He created and produced annual editions of the highly successful Medical Outcomes & Guidelines Sourcebook and book series. Prior to HIC’s acquisition by Faulkner & Gray, Mr. Vibbert was an Executive Editor and then Associate Publisher with previous publisher McGraw-Hill. As a newsletter editor based in Washington DC, he specialized in covering issues in healthcare cost containment and long term care.

Mr. Vibbert has held public affairs positions with the Health Systems Agency of New York City, the New York County Health Services Review Organization and the New York Hospital-Cornell Medical Center. He is the author of two books, The Doctor Watchers (1991) and What Works: How Outcomes Research Will Change Medical Practice (1993), and the Off-Off Broadway play, The Emperor Charles (1986).
