The purpose of this memorandum is to remind New York State hospitals that, in accordance with the Centers for Medicare and Medicaid Services (CMS) Reporting Hospital Quality Data for Annual Payment Update (RHQDAPU) requirements, they must identify and maintain a QualityNet Security Administrator in order to receive their full market basket award. This requirement is referenced in the RHQDAPU Participation Steps (Reference Checklist) for FY 2010 on the QualityNet Exchange Web site. Because this is a RHQDAPU requirement, we are urging providers to consider registering at least two QualityNet Administrators and to maintain those accounts so they do not become in-active.

Over the past few weeks we have been made aware of several RHQDAPU Eligible Hospitals in New York State that have only one QualityNet Security Administrator registered on My QualityNet, and whose account may no longer be active. The term ‘Active’ indicates that the QualityNet Security Administrator’s account is currently available to login and perform functions within my QualityNet; however those accounts may be locked due to account inactivity, uncompleted registration, or to a security incident.

It is critical that providers determine who in their facility is currently registered as an Administrator and ensure that they can access the secured pages of QualityNet. Payment for the upcoming fiscal year will be reduced by 2.0 percentage points, if this requirement is not met.
