Two IPRO employees – Nikolas Matthes, MD, PhD, MPH, Assistant Vice President, and Teresa Lubowski, PharmD, CPHQ, Director, Medication Safety – have been named to the Partnership for Quality Measurement 2023-2024 Pre-Rulemaking Measure Review Committee. Dr. Lubowski will serve on the group’s clinician committee, while Dr. Matthes will serve on the hospital committee.
The Partnership for Quality Measurement is a consensus-based entity certified by the Centers for Medicare & Medicaid Services (CMS) to bring together experts in healthcare quality improvement to endorse quality measures. Committee members include a variety of experts such as clinicians, patients, measure experts, and health information technology specialists. The Pre-Rulemaking Measure Review (PRMR) process is conducted annually to offer its recommendations to CMS on the selection of quality measures under consideration for adoption.
“I’m proud to be part of this high-level workgroup that makes policy recommendations about which measures should be included in hospital payment programs,” said Dr. Matthes.
“It is an honor to be included in the Partnership for Quality Measurement to influence the development of quality measures that will benefit Medicare beneficiaries,” added Dr. Lubowski.
Dr. Matthes has 25 years of experience in health care performance measurement for hospitals including measure development and implementation across a wide range of measure types in the context of public reporting, accreditation, and federal and state payment and accountability programs. At IPRO, he leads the Center for Performance Measurement and the New York State Sepsis Improvement Initiative, where he spearheaded a transition to electronic quality measures for over 190 hospitals in the state. Dr. Matthes serves on the Addressing Social Needs eCQM TEP with CMS/Yale CORE and has served on the NQF CQMC Health Equity Workgroup and NQF MAP Hospital Workgroup representing Press Ganey’s institutional membership, as well as a TEP for Eligible Provider eCQMs coordinated by Mathematica Policy Research.
Dr. Lubowski has 38 years of professional pharmacy experience and supports IPRO’s healthcare quality improvement (QI) work. Dr. Lubowski’s experience includes leading QI projects under IPRO’s Quality Innovation Network-Quality Improvement Organization (QIN-QIO) and Hospital Quality Improvement Contractor (HQIC) contracts with CMS. Dr. Lubowski’s expertise spans a variety of settings, including hospitals, nursing homes, outpatient practices, urgent care, dialysis facilities, pharmaceutical industry, and academia. Dr. Lubowski is IPRO’s clinical lead for CMS beneficiary complaint quality referrals, for which she collaborates with physicians, hospital QI experts, pharmacists, nurses, and nursing home and hospital administrators on the development, implementation, and analysis of QI data.
