Dr. Jennifer Edwards is Vice President of IPRO’s Strategy Solutions Department where she works on business development, corporate strategic planning and business transformation initiatives. She also leads a multidisciplinary team in support of state health care quality measurement, improvement, and reporting, and is Director of the Center for Program Evaluation.
Her 30-year career has aimed to make the healthcare system work better for vulnerable populations by addressing gaps in access, affordability, quality, and safety in the Medicaid and CHIP programs. Dr. Edwards has written numerous publications on delivery system transformation and Medicaid policy. She has led large state and national evaluations of Medicaid/CMS initiatives. Dr. Edwards joined IPRO in 2017 with the goal of expanding IPRO’s focus on integrating policy and practice, particularly linking IPRO’s long history in the quality arena to payment reform.
Across nearly 100 state and federal programs in 32 states, IPRO makes creative use of clinical expertise, emerging technology, and data solutions to make the healthcare system work better.
